There being three Rainbow Roads also caused me to lean toward this as my pick especially with how well done Rainbow Road (64) was done in my eyes. The main thing with Baby Park is that it's a five lap track that is very small whereas Rainbow Road (SNES) is simplistic because of the hardware at the time.
